Question: How does an existing system become a program of record for the Army? There is precedence for this. The Basic Electronics Maintenance Trainer system was originally purchased by various schools within the Army. The Army recognizing the importance of the training, gathered up the systems and made it an Army program of record. I don't know how that was actually accomplished. So trying to learn how it can be done.
