In July 2016 we e-published our initial version International Acquisition and Exportability (IA&E) Job Support Tools (JSTs) on the DAU Acquisition Community Connection (ACC) International Acquisition Management Community of Practice (ICOP) website. These Version 1.0 JSTs were very popular -- over 800 copies have been downloaded by the IA&E user community to date.
Over the past few months, we completed comprehensive upgrades on five of our JSTs, then converted them into state-of-the art online, interactive tools using the same NextGen software as the new Defense Acquisition Guidebook (DAG) and other DAU job aids. These Version 2.0 JSTs -- which are listed below and "hot linked" -- are now available for IA&E community use via the public domain DAU.Mil "Tools" webpage. They are specifically designed to assist workforce members in IA&E Planning, International Cooperative Programs (ICPs), and Foreign Military Sales (FMS) Systems Acquisition activities at the DoD Component International Program Organization (IPO) and Program Management Office (PMO) level throughout the acquisition life-cycle.
- Our International Acquisition and Exportability (IA&E) Assessment JST and companion Acquisition Strategy – International Considerations JST focus on PMO-level IA&E planning and analysis from pre-Milestone A through Milestone C.
- Our International Cooperative Program (ICP) JST provides practical advice to PMOs/IPTs and DoD IPOs on how to identify, formulate, discuss, negotiate, and implement various types of ICP international agreements
- Our FMS - Systems Acquisition JST provides practical advice on how to integrate FMS-related acquisition activities at the PMO/IPT and DoD IPO levels.
- Our International Business Planning JST addresses PMO/IPT-level Engineering and Manufacturing Development (EMD), Production and Deployment (P&D), and Operations and Support (O&S) IA&E considerations for programs with substantial international involvement.
In addition, our initial version Defense Exportability Integration (DEI) JST is also being upgraded and converted into the new Version 2.0 format and should be available on the DAU.mil Tools website in the new format within the next few weeks.
DAU PMT 401 students who were given the opportunity to see and use these new JSTs found them very useful and user friendly, with numerous "hot links" to key IA&E laws, regulations, and policies, including the revised DoDI 5000.02 and DAG published in February 2017.
