USG Conventional Arms Transfer Policy (CAT) Implementation Plan Update (Nov 18)DoD; Multi Component
The USG CAT Policy Implementation Plan addresses the increasingly competitive global arms sales environment described in the National Security Strategy, and seeks to modernize the U.S. Government’s policies and processes regarding arms transfers.

This updated Dept of State Fact Sheet describes three ongoing CAT Policy Implementation Plan Lines of Effort (LOE) designed to achieve USG CAT Policy goals. Each LOE is supported by a number of tasks that are currently being pursued by the relevant U.S. Government agencies, including USD(A&S), USD(R&E) and the Defense Acquisition Workforce.

US Arms Transfer Increase 13 Percent in FY 2017.aspx
  
US Foreign Arms Sales & Transfers Total $192B in FY 2017DoD; Multi Component
The State Department published a Fact Sheet on Nov 8, 2018 noting that authorized US arms exports rose by a total of 13 percent to $192.3 billion in FY 2017. 

According to the Dept of State, the FY 2017 increases in U.S. Foreign Military Sales (FMS), Building Partner Capacity (BPC), International Cooperation Program (ICP) and Direct Commercial Sales (DCS) of defense equipment and services have coincided with ongoing efforts by the USG (including the DoD Acquisition Workforce) to comprehensively reform and modernize the arms transfer process through the Conventional Arms Transfer (CAT) Policy initiative which began in April 2018.

2) Which competencies are needed in the security cooperation workforce?
3) How can the security workforce be divided into different job families?
4) How much experience might be required at various stages of career development in the workforce?

RAND Report -- Proliferation of Certain Remotely Piloted Aircraft Systems (Jun 18)DoD; Multi Component
RAND recently announced publication of a report on the "Assessment of the Proliferation of Certain Remotely Piloted Aircraft Systems" (Response to Section 1276 of the National Defense Authorization Act for Fiscal Year 2017) on its website. 

This RAND Report explores five (5) research questions on RPV (aka Unmanned Aerial System (UAS) or "drone") proliferation in the global defense market, including the impact of U.S. Goverment (USG) interpretation of Missile Technology Control Regime (MTCR) requirements and current USG export controls on RPV/UAS sales and exports.

FY18 NDAA Conference Report Summary (Nov 17)DoD; Multi Component
Fiscal Year 2018 National Defense Authorization Act (NDAA) Conference Committee Report Summary published on Nov 9, 2017.  The FY 2018 NDAA contains additional provisions on Foreign Military Sales (FMS) and Security Cooperation 'reform' on page 16.  One of the provisions would require DoD to "establish specific milestones and standard timelines" for future FMS transactions.  The Conference Committee version of the FY 18 NDAA is awaiting Congressional and White House action before it becomes law.

This DoD Report provides Congress with an overview of DoD's Acquisition, Technology, and Logistics (AT&L) and Chief Mgmt Officer reorganization plans.  Page 11 states that AT&L "International Cooperation (IC) will be assigned to USD(A&S), however, the roles and responsibilities assigned to IC will be further assessed pending determination of potential benefit of integrating with Defense Security Cooperation Agency."  No final decision has been made yet regarding this Security Cooperation-related aspect of the AT&L reorganization.
