In a recent memo, Shay Assad, the U.S. Department of Defense Acting Director for Defense Procurement and Acquisition Policy, announced that his office is now accepting nominations for the “Richard ‘Dick’ Ginman Contingency Contracting Officer Excellence Award.”
When he retired in 2015, Richard “Dick” Ginman had completed nearly four decades of Federal service. Whether in uniform as an admiral with the U.S. Navy Supply Corps or as the civilian Director of Defense Procurement and Acquisition Policy at the Pentagon, Ginman dedicated his career to the steadfast support of those on the front lines of contract management – Contingency Contracting Officers.
The men and women of the contingency contracting corps are often among the first to respond to emergencies, humanitarian and disaster relief, or contingency operations. These individuals regularly deploy with little more than a laptop, a set of mission requirements, and knowledge as to the commander’s intent. It is their professionalism, hard work, and ability to improvise that allow them to perform under the harshest of conditions.
To recognize the inspirational actions of these individuals and Ginman’s tireless support of the community, the Defense Procurement and Acquisition Policy Office created the “Richard ‘Dick’ Ginman Contingency Contracting Officer Excellence Award. While the award recognizes the contributions of all Contingency Contracting Officers, it singles out the one officer who best emulates Ginman’s persistence and dedication.
The award may be presented to any Contingency Contracting Officer at any level in the Department’s acquisition or contracting communities who has deployed, accomplished the mission, and excelled through adversity. The nominee selected for the award, will be recognized at a senior-level meeting, generally held annually at the Pentagon.
