Performance Based Services Acquisition in the Department of Defense
The Department of Defense has the responsibility to acquire services with the most efficient practices and processes. Performance-Based Services Acquisition (PBSA) strategies strive to adopt best commercial practices. They provide the means to reach world-class commercial suppliers, gain greater access to technological innovations, maximize competition, and obtain the best value to achieve greater savings and efficiencies. This handbook highlights key elements of PBSA, investigates the use of market research, introduces the performance-based work statement, and establishes measurable performance standards. It covers incentives and remedies, using assessment and quality control plans, and it enumerates evaluation factors of source selection. Finally it discusses contract administration, particularly in regard to postaward orientation and documentation of contractor performance.
