The competencies below (and the relationships among them) constitute
the Acquisition Leadership Model. These are the fundamental competencies
needed by leaders at all levels to perform effectively.
Each competency is defined by one or more specific leadership behaviors.
These observable behaviors are discussed under Introduction to the
Acquisition Leadership Effectiveness Inventory (later in this section).
