Mr. Robert Young

Acting Principal Deputy and Deputy for Cost Analysis
Assistant Secretary of the Army for Financial Management and Comptroller

As the Principal Deputy ASA(FM&C), he is the Senior Official in the Office of the Assistant Secretary of the Army (Financial Management & Comptroller) he is responsible for all Army Financial Managment activities. Prior to being designated as the Senior Official on March 27, 2001 and the Acting Principal Deputy on March 8, 2001, he served as the Deputy for Cost Analysis and Director of the Cost and Economic Analysis Center. As the Deputy for Cost Analysis, he is responsible for the technical direction of cost and economic analysis activities in all parts of Army business including systems acquisition, force structure, installation and operating and support costs. As the Director of the U.S. Army Cost and Economic Analysis Center, he leads a 70 person Center of Excellence providing cost and economic analysis products and services to Army leadership. His Center develops and validates cost estimates for key Army operations/functions to support the Planning, Programming, Budgeting, and Execution System; develops the component cost analysis for major weapon and information management systems; supports the Army Cost Review Board; validates the cost methodology and cost estimates of economic analyses; directs the Army Operating and Support Management Information System and supports OPTEMPO funding requirements; directs the development of installation cost database in support of the Army Installation Status Report program; manages the Army centrally funded Cost Research Program; and manages the Army Cost Analysis Career Program.

Born and raised in Bowling Green, Kentucky, he earned his BA Degree in mathematics in 1968 and his MA Degree in education and mathematics in 1970, both from Western Kentucky University. In 1989, Mr. Young completed Senior Service College at the Industrial College of the Armed Forces. Beginning federal service in 1970, his duty assignments include the Communications and Electronics Command, the Operational Test and Evaluation Agency, the Training and Doctrine Command, and the Office of the Comptroller of the Army. He received the permanent appointment to his current position and the Senior Executive Service on May 20, 1990.

Mr. Young has received numerous performance and cash awards during his career in federal service. He was awarded the Meritorious Civilian Service Medal in 1983 and 1994. On September 30, 1996, he was awarded the Meritorious Presidential Rank Award. He is a Certified Cost Analyst as recognized by the Society for Cost Estimating and Analysis and is a member of American Society of Military Comptrollers.
