Mr. John Roth

Assistant Deputy Comptroller

Mr. Roth is the Assistant Deputy Comptroller (Program/Budget) within the Office of the Undersecretary of Defense (Comptroller). In this position, he is responsible for the budget review and analysis of all Defense programs. Before becoming Assistant Deputy Comptroller, Mr. Roth spent seven years as Deputy Director of the Investment Directorate, which is responsible for all Defense programs funded by Procurement and Research, Development, Test and Evaluation (RDT&E) appropriations. Mr. Roth is an honorary professor at the Defense Systems Management College and a frequent speaker on the subject of PPBS and the role of the OSD/OMB budget review process. Mr. Roth entered the Senior Executive Service in 1990.

Mr. Roth graduated from the University of Virginia in 1974 with a Bachelor of Arts degree and earned a Master of Science degree in Public Administration from George Washington University in 1977. Mr. Roth has also completed the Executive Excellence Program at the Federal Executive Institute, the National Security Leadership Course at Syracuse University and the Program for Senior Managers in Government at Harvard University. Mr. Roth entered civil service as a trainee in the Department of the Navyıs Centralized Financial Management Training Program. Mr. Roth is a member of the American Society of Military Comptrollers.

Mr. Roth has had tours of duty as a financial management intern and budget analyst at the Norfolk Naval Supply Center; as a budget officer at the Naval Data Automation Command; and as a budget analyst in the Office of the Secretary of Defense (OSD). Mr. Roth was responsible for the programming, budget formulation and budget execution of all personnel and financial resources at the Naval Data Automation Command (NAVDAC). He directed the establishment of a Navy Industrial Fund budget and accounting system while at NAVDAC. Over the years, he has reviewed a wide variety of major weapon system and working capital fund programs across all Defense components. Mr. Roth directs a staff of senior budget analysts and administrative support personnel.
