Lieutenant Colonel David Robinson is currently serving as Director of the Contractor Cost Data Report Project Office (CCDR-PO), Office of the Secretary of Defense, Program Analysis and Evaluation (OSD/PA&E).
Lieutenant Colonel Robinson began his career as an Infantry officer serving in various leadership roles including platoon commander, executive officer and company commander. After moving into the financial management career field, Lieutenant Colonel Robinson has held a variety of positions including most recently Deputy Comptroller for Marine Corps Air Bases Western Area where he had financial operations oversight responsibilities for the five Marine Corps Air Stations on the West Coast.
Upon assignment to OSD/PA&E Lieutenant Colonel Robinson conducted cost analyses on a variety of major defense acquisition programs (MDAPs); conducted program/budget analyses of Defense Working Capital Fund agencies; and served as the Executive Secretary to the Defense Agency Task Force, charged with developing performance metrics for selected defense agencies.
As Director, CCDR-PO, Lieutenant Colonel Robinson heads a joint service organization responsible for collection, analysis, and quality control of historical MDAP cost data, used by government analysts to estimate the cost of ongoing and future government programs, particularly DoD weapon systems. In this capacity, he works with both government and industry representatives to ensure accurate and timely cost reporting by industry and makes that data widely available to authorized DoD personnel.
Lieutenant Colonel Robinson holds a Bachelor of Business Administration from North Georgia College and is a graduate of the Naval Postgraduate School where he earned his Masteržs Degree in financial management. In addition, he has earned the Certified Defense Financial Manager (CDFM) certification and is a national officer in the American Society of Military Comptrollers (ASMC).
