Mr. Joseph Kammerer

Joseph T. Kammerer is deputy assistant secretary for cost and economics, Office of the Assistant Secretary of the Air Force, Financial Management and Comptroller, Washington, D.C. He is responsible for directing the Air Force cost analysis and economic analysis programs. He is executive director of the Air Force Cost Analysis Agency, chairman of the Air Force Cost Analysis Improvement Group, and serves as chairman of the investment subcommittee of the Air Force Services Organization board of directors.

Kammerer attended the University of Maryland on an engineering scholarship and began his professional career in 1961 as an engineer designing ships and submarines for the Navy. After completing his master's degree in 1970 at the University of Rochester's William E. Simon Graduate School of Business Administration, he directed the Navy's first independent cost analysis group. In 1981, he was appointed deputy assistant secretary of defense for cost and audit, Office of the Assistant Secretary of Defense, Comptroller. In 1985, Kammerer left government service to join the McDonnell Douglas Astronautics Company as vice president and chief financial officer. In 1993, he returned to government work and held positions with the Central Intelligence Agency and General Accounting Office. Prior to assuming his current position, he was chief financial officer of the National Oceanic and Atmospheric Administration. An author of several technical papers, his writings have been published in professional journals.
