Mrs. Joni Forman

Mrs. Joni Forman is a program analyst in the Office of the Under Secretary of Defense (Acquisition, Technology & Logistics) Acquisition Resources and Analysis. She works for the Deputy Director, Acquisition Management assisting in developing and implementing policies and practices that enhance the DoD acquisition system. Mrs. Forman also serves as the Executive Secretary for the Business, Cost Estimating and Financial Management Functional Board responsible for developing education, training and experience requirements in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA).

Selected for a special assignment, Mrs. Forman served as the Deputy Project Manager for PM Night Vision/Reconnaissance Surveillance and Target Acquisition from October 1997 to January 1999.

Prior assignments before joining OSD in 1988 included working as a Department of Army Systems Coordinator (DASC) in the Weapons and Track Directorate, Assistant Secretary of the Army (Research, Development & Acquisition) from 1985-1988, and served in program/budget positions at the Army Materiel Command from 1982-1985 and The Adjutant General from 1980-1982.

Mrs. Forman has a Masters Degree in Public Policy from the American University Key Executive Program, May 1996, and an undergraduate degree from the University of Maryland University College in Business and Technology Management, 1984. Additionally, Mrs. Forman graduated from the Defense Systems Management College Program Management Course (PMC 87-2) in 1987.
