Mr. Damstetter was appointed the Acting Deputy Assistant Secretary for Plans, Programs and Policy on November 12, 2000. He leads the planning, programming and execution of the Army's Research, Development, Test and Evaluation and Procurement Appropriations totaling over $17B annually. His oversight includes serving as the co-chair of the Equipping Program Evaluation Group that directs the Army's long-term RDTE and Acquisition strategy. Mr. Damstetter provides fiscal and resource counsel to the Assistant Secretary of the Army (Acquisition, Logistics and Technology). He also serves as the Army's principal acquisition policy authority for all Army acquisition programs and all DOD 5000 series issues. He supervises the Commander of the U.S. Army Research, Development and Acquisition Information Systems Activity in support of Army Acquisition information requirements. He provides oversight and direction to Reserve and National Guard acquisition efforts. Mr. Damstetter serves as the Army's leader and spokesperson for the Army's Reduction of Total Ownership Cost Program.
Prior to serving as the Acting Deputy Assistant Secretary, Mr. Damstetter's served as the Deputy Director for Plans, Programs and Resources under the Deputy Assistant Secretary for Plans, Programs and Policy. Prior to this assignment he was the Business Manager in the Program Executive Office for Intelligence, Electronic Warfare and Sensors. Mr. Damstetter has also served as a business manager in the Project Manager Electronic Warfare/Reconnaissance Surveillance and Target Acquisition Office and the Financial Manager for the Satellite Communications Agency.
Mr. Damstetter was born in Lackawanna, New York and has over 22 years of federal service with expertise in business and financial management and program management. His civilian education includes a Bachelor of Science in Business Management from the University of Buffalo and a Master of Business Administration from Rutgers University where he is a member of the Beta Gamma Sigma honor society. He also received a Masters in National Resource Strategy from the Industrial College of the Armed Forces and completed the Program Manager's Course at the Defense Systems Management College. He has been a member of the Army Acquisition Corps since 1991 and has achieved a Level III certification in Program Management and Business, Cost Estimating and Financial Management. Awards include the Superior Civilian Service Medal and numerous Exceptional Performance awards.
