Ms. Leslie Blackmon is a senior acquisition and procurement specialist in the Office of the Deputy Under Secretary of Defense for Acquisition Reform. Her primary areas of focus are on improved procurement practices such as Performance Based Payments and acquisition improvements including providing acquisition reform continuous learning distance modules for the acquisition workforce.

Ms. Blackmon's career spans twenty-four years at the Naval Air Systems Command and includes serving as the Business and Financial Manager for the AH-1 Helicopter Program Office, a Risk Management Officer for the H-1 Upgrade Program and a Deputy Program Manager for the AH-1 Night Targeting System. Recently she was a senior Team Leader in the Naval Air Systems Command Comptroller Investment branch. Ms. Blackmon has met Level III certification in Business and Cost Estimating and in 1994, she completed the Program Managers Course at the Defense Systems Management College. She has a BS in Medical Journalism from the University of Florida.
