Mr. Donald C. Barker began his government career in 1966, as a Test and Instrumentation Engineer with the National Aeronautics and Space Administration's Marshall Space Flight Center. Following a brief period of involvement in the testing of the Saturn V boosters, he transferred to the US Army Missile Command. Significant assignments during his career at MICOM include 16 years in various engineering and program management positions in the PERSHING Project Office, Chief of MICOM's Quantitative Analysis, and Chief of the Program/Procurement/Production Division for the UNMANNED AERIAL VEHICLE Project Office. Following the establishment of the Program Executive Office concept by DA, Mr. Barker became the Deputy for Program Support in the FORWARD AREA AIR DEFENSE Program Executive Office, then Deputy for System Integration when the Air Defense Program Executive office was created. During this time, he also served as the principal US representative to NATO project groups on short range air defense and very short range air defense and served as Chairman of the NATO Army armaments group's panel on air defense. Mr. Barker became Deputy Project Manager, ARMY TACTICAL MISSILE SYSTEM (ARMY TACMS) Project Office in December 1990, and following the merger of the ARMY TACMS and BAT project offices in April 1994, became the Deputy Project Manager for the ARMY TACMS-BAT Project Office. On 3 Dec 2000, Mr. Barker was promoted into the Senior Executive Service and became the Deputy Program Executive Officer for Tactical Missiles.
A graduate of both the Defense System Management College's Program Management Course and the Senior Service College Fellowship Program at the University of Texas at Austin, Mr. Barker has attended numerous government technical and management courses during his career. He holds a Bachelor of Science degree in electrical engineering from Tennessee Technological University, and a Masters of Administrative Science degree from the University of Alabama in Huntsville.
As Deputy Program Executive Officer for Tactical Missiles and as the principal Department of the Army civilian advisor on tactical missiles weapon systems, he shares with the Program Executive Officer full responsibility for planning, directing, executing, and controlling the work and associated resources involved in providing Army Tactical Missile weapon systems to combat units. Management responsibility includes all phases of research, development, procurement, production, integration, distribution, logistical support, and international cooperation for the weapon systems for the purpose of maintaining a balanced program and ensuring that Army objectives are satisfied.
Mr. Barker has received numerous awards and is a two-time recipient of the Secretary of the Army's Decoration for Exceptional Civilian Service. This award was presented to him in November 1992 and May 1999, and is the Army's highest civilian commendation.
